The goal of the Child
Protection Coalition (C.P.C.) is to make
EVERY child safe in America from sexual
predators. The first objective was to
radically change the sentencing structure
in Florida and use the reformed legislation
as the model for the rest of America.
The C.P.C. also advocated new technologies
such as the G.P.S. tracking system to
monitor the mobility of sex offenders
to prevent child predation.
The additional
secondary objectives are to mandate
and promulgate regulations to codify
a Threat Level Assessment System to
determine community risk assessment
for every sexual offender in the country.
The Coalition seeks to mandate Threat
Level Assessment numbers on ALL state
drivers’ licenses for ALL offenders
classified beyond minimal risk to the
community (see Key Provisions).
The Child Protection Coalition wants
to establish larger exclusion zones for
all schools, day care centers, parks,
playgrounds, or places where children
frequent, including cyberspace or websites
for ALL convicted child sexual offenders
of any kind living in America.
The Coalition’s fifth key provision
is an offensive strategy to combat child
sexual victimization through responsible
education of our children. The focus
of the educational component must include
the parents or custodial guardians of
the children. Any mainstream curriculum
must reveal how to identify child predators
by their behaviors and the common lures
used by predators. Parents and children
need practical safety training on how
to AVOID, EVADE, and ESCAPE child predators.
Every parent needs a secret password
for their children’s safety. Parents
need to know how to report suspected
crimes to police and other appropriate
agencies. Every family should be afforded
the opportunity for free child fingerprint
I.D. cards and D.N.a. registration kits.
Another important component in any curriculum
package would include a professional
victimization support system.
The C.P.C. believes it is absolutely
ridiculous that convicted child sexual
offenders can LEGALLY adopt children
or gain custodial guardianship domestically
or internationally. This outrageous loophole
must be forever closed on a state and
federal level.
Every child in
every state must be protected, and
the Child Protection Coalition’s
strategy s to enlist a committed sponsor
in each state. The Coalition is also
actively looking for a non-profit organization
in every state to promote the mission
along with corporate sponsors. Currently,
the Coalition is also seeking at least
one (1) celebrity for each state and
a National celebrity spokesperson.
Currently, the Coalition is soliciting
letter endorsements from all child advocate
groups of any kind, political groups,
fraternal organizations, American Legions,
VFW, corporations, and any other groups
that believe in protecting every child
in America from sexual predators.
The mission of the Child Protection
Coalition can be segmented into three
major components; education, legislation,
and technology. The advancement of new
life saving technologies is the key to
meaningful deterrents, management of
finite resources, better search and rescue,
and stronger prosecutions. The key to
any technology is public awareness and
the utilization of the new technology.
The Child Protection Coalition not
only hopes to influence a coalition of
child advocacy, but actually plan to
help other organizations achieve a common
goal to make every child safe in America.
The core goals
to make every child safe can only be
accomplished with financial resources
that match our ambitious mission to
stop child predation. Thus, fundraising
and committed sponsors across America
must be recruited to fund our quest.
The C.P.C. is also seeking V.I.P.’s
from all walks of life to raise awareness
and help the Coalition to secure support
for petition amendments or ballot initiatives
across America. The Coalition needs celebrities,
sports stars, politicians, religious
leaders, and every concerned person to
support our mission on some level.
Our mission is so big, we need two
(2) separate non-profit foundations to
achieve success. The Child Protection
Coalition is a non-profit 501 (c)(3)
corporation with a pending tax-deductible
determination from I.R.S.
The National Child Amendment Coalition
is a non-profit 501 (c)(3) corporation
with a pending non-tax deductible determination
from I.R.S.
A non-profit 501
(c)(3) corporation can’t legally
pay for lobbyist expenses or any expenses
affiliated with political groups. Thus,
the Child Protection Coalition would
in effect only be able to fight half
of the battle. A non-profit 501 (c)(4)
can pay for lobbying expenses and actually
directly lobby for reforms. However,
both Coalitions acknowledge needing
financial support and manpower at every
level.
Our “Sacred Mission” is
overwhelming, and the funding of both
Coalitions is currently funded by the
founder, Joseph H. Dawson Sr., and C.a.T.S.
Communications. Very little money has
been raised despite having some huge
successes. C.P.C. has been too concerned
with the mission and has neglected the
financing aspects.
There are numerous
individuals and organizations raising
millions of dollars under the “Jessica” name,
and NONE of those individuals authored
the Child Protection Amendment, aka “Jessica
Petition”.
Inspired by faith,
we will continue our “SACRED MISSION” and
as Dr. Gem (the founder’s pen name)
always says . . . “God feeds the
birds, and he’ll show us the way
to complete our mission”. One individual
started this mission, and today thousands
are joining our grass root Coalition
to stamp out child predation.
Our final goal
is to secure some type of perpetual
funding to finish the task across America.
The Child Protection Coalition will
modify it’s mission
as circumstances dictate. Loopholes in
federal jurisdiction are addressed in
the National Child Amendment and a national
campaign is underway.
